The project enhances risk and vulnerability data management to strengthen emergency operations and support risk-informed infrastructure planning.

Key activities consolidate various alert systems into a unified Multi-Hazard Early Warning System (EWS) connected to a public-facing mobile app, ensuring timely, centralized, and accessible information for effective early warning dissemination.

The collected data contributes to a National Risk Atlas, providing critical insights to guide land management and infrastructure development, prioritizing the protection and well-being of vulnerable populations.

Impact

The Early Warning System benefits over half of the Dominican Republic’s population by enabling timely hazard responses and reducing vulnerability, strengthening both infrastructure and communities against risks while safeguarding lives and promoting resilience.

The National Risk and Vulnerability Atlas supports infrastructure planning, identifies high-risk zones, and drives targeted mitigation and adaptation efforts, shaping policies that enhance disaster preparedness and resilience for all citizens across the Dominican Republic.

The “COE-Alert” system bolsters real-time communication of hazard alerts, especially in densely populated areas, increasing public awareness and enabling effective responses that minimize economic disruption and protect lives from disaster impacts.

Alpana heads institutional partnerships, governance, and resource mobilization at CDRI, advancing cross-sector collaborations that drive resilient infrastructure programming across Member Countries and organizations. With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
