Project name: Dominican Republic National Multi Threat Early Warning System

The project seeks to enhance risk and vulnerability data management to strengthen emergency operations and support risk-informed infrastructure planning.

Key activities include consolidating various alert systems into a unified Multi-Hazard Early Warning System (EWS) connected to a public-facing mobile app, ensuring timely, centralized, and accessible information for effective early warning dissemination.

The collected data will contribute to a National Risk Atlas, providing critical insights to guide land management and infrastructure development, prioritizing the protection and well-being of vulnerable populations.

Impact

The Early Warning System (EWS) will benefit more than half of the Dominican Republic’s population by facilitating timely hazard responses and reducing the vulnerability of both infrastructure and communities.

A National Risk and Vulnerability Atlas will support infrastructure planning, identify high-risk zones, and drive targeted mitigation and adaptation efforts, shaping policies to enhance disaster preparedness for all citizens.

The upgraded “COE-Alert” system will bolster real-time communication of hazard alerts, particularly in densely populated areas, increasing public awareness and enabling effective responses to minimize economic and human losses.

With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
