Project name: Data and Systems for Resilient Housing Programs 

The project supports Dominica in achieving its housing resilience target of 90% building code compliance by retrofitting existing structures.

Key components of the project include a housing survey to identify gaps between local practices and earthquake- and hurricane-resistant techniques, followed by a government-led retrofitting strategy prioritizing indigenous populations and women-headed households.

Additionally, the project will deliver practical retrofitting guidelines for homeowners and builders, empowering them to enhance the resilience of small buildings.

Impact

The resilience of Dominica’s housing stock is strengthened through updated retrofitting guidelines, enabling homeowners and builders to reinforce small structures against hurricanes, earthquakes, and other climate-related hazards.

Targeted housing resilience solutions prioritize economically disadvantaged households, ethnic minorities (including the Kalinago), women, girls, and the elderly, ensuring inclusive protection and reducing vulnerability to disasters and climate impacts.

By enhancing the resilience of housing infrastructure critical to local enterprises, particularly in hazard-prone coastal and urban areas, the project supports business continuity and safeguards Dominica’s US$50 million tourism sector.

Director, Partnerships, Governance, and Resource Mobilisation 

Alpana heads institutional partnerships, governance, and resource mobilization at CDRI, advancing cross-sector collaborations that drive resilient infrastructure programming across Member Countries and organizations. With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
