Second CDRI Biennial Report: Global Resilience Report: Concept Note

The Second CDRI Biennial Report titled Global Infrastructure Resilience builds on the inaugural 2023 edition to deepen global understanding of resilient infrastructure.  

It focuses on two pillars: (1) enhancing risk modelling through deeper, localized, and forward-looking analyses, and (2) exploring practical strategies to capture the “resilience dividend” via financial tools, governance reforms, and innovative technologies.  

The report emphasizes the disproportionate impact of disasters on low- and middle-income countries and aims to guide investments that ensure sustainable, climate-resilient infrastructure. It will also introduce a Data Hub for knowledge sharing and capacity building.  

Scheduled for release in late 2025, the report will inform global adaptation efforts and support national planning through inclusive consultations and expert advisory groups.
