Project name:Research: Global Infrastructure Risk Model & Resilience Index (GIRI)

GIRI is the first fully probabilistic global risk assessment of infrastructure assets across key sectors, including power, telecommunications, transport, water, energy, and essential services like health and education.

It quantifies risks posed by geological and climate-related hazards—earthquakes, tsunamis, landslides, floods, cyclones, and droughts—across every country and territory.

By providing a comprehensive risk profile, GIRI equips decision makers with actionable insights to strengthen infrastructure resilience and reduce future disruptions.

GIRI’s risk data has supported CDRI’s technical studies, including the Fiscal Risk Assessment in Fiji, India, Mauritius, and Nepal, and the Infrastructure Governance Programme with UNDRR in Bhutan, Chile, Ghana, Madagascar, and Tonga, strengthening resilience strategies globally.

GIRI is leveraged by partners, including the World Bank, IWMI, BCG, UNESCAP for SDG monitoring and impact assessments, OPSIS at Oxford University for evaluating climate risks, and Deloitte for integrating GIRI into the AI for Infrastructure Resilience project.

The World Bank has integrated GIRI data into its data portal, improving accessibility and usability while supporting the creation of a legacy platform. This enhances data-driven decision-making for global infrastructure resilience and long-term risk management strategies.

Aishwarya Pillai

Lead Specialist

Alpana heads institutional partnerships, governance, and resource mobilization at CDRI, advancing cross-sector collaborations that drive resilient infrastructure programming across Member Countries and organizations. With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
