Project name: Disaster Risk and Resilience Assessment Framework (DRRAF) and roadmap for India

Developed by CDRI, the Disaster Risk and Resilience Assessment Framework (DRRAF) and roadmap provide a comprehensive, multi-hazard approach to evaluating and strengthening telecom infrastructure resilience.

DRRAF assesses risks and resilience across five key dimensions—technical, operational, policy, financial, and institutional—ensuring robust connectivity from the first to the last mile.

It serves as a strategic tool for stakeholders to plan future-ready networks that enhance service continuity, enable emergency communication, and support disaster risk reduction across diverse geographies.

In five high-risk Indian states, GIS-based multi-hazard mapping assessed telecom assets’ vulnerability to floods, cyclones, earthquakes, landslides, and lightning. These insights have guided targeted resilience planning at local, regional, and national levels, strengthening infrastructure preparedness.

The assessment revealed resilience gaps across five key domains—policy, technical planning, operations and maintenance, financial mechanisms, and institutional expertise. These insights highlight systemic vulnerabilities and shape comprehensive strategies to strengthen telecom infrastructure in disaster-prone regions.

DRRAF offers a multi-layered, scalable tool integrating risk and resilience factors. It equips national and global stakeholders with strategic guidance and best practices to develop adaptive, disaster resilient telecommunications infrastructure and systems.

Alpana heads institutional partnerships, governance, and resource mobilization at CDRI, advancing cross-sector collaborations that drive resilient infrastructure programming across Member Countries and organizations. With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
