Seasonal flooding in India’s northeastern delta, particularly from the Brahmaputra River, displaces rural communities lacking resilient infrastructure.

Temporary relocation offers little lasting relief. This research proposes self-sufficient floating or amphibious homes designed with lightweight, disaster-resilient materials.

These structures remain in place during floods, ensuring energy neutrality, clean water access, and independent services. By addressing physical, ecological, and social infrastructure gaps, they provide sustainable, long-term solutions for flood-prone regions.

Impact and Key Findings

Floating architecture provides a resilient solution for flood-prone areas, utilizing amphibious platforms that adjust to water levels. This ensures uninterrupted access to essential services, minimizes displacement, and enhances long-term adaptability amid seasonal floods and rising sea levels.

Multifunctional floating structures can serve as schools, healthcare centers, and shelters, strengthening community resilience. Their adaptability ensures year-round service access while optimizing infrastructure investments, providing sustainable solutions for flood-prone regions facing seasonal displacement and resource scarcity.

Integrated energy-neutral systems ensure floating communities remain self-sufficient, minimizing reliance on external aid during disasters. This approach strengthens climate resilience through localized, adaptive infrastructure, fostering sustainable development while enhancing environmental responsibility in flood-prone regions.

With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
