Project name: Resilient Infrastructure Planning for GLOF-Prone Regions: Focus on the Western Himalayas and Kullu Valley

Glacial Lake Outburst Floods (GLOFs) pose escalating risks to lives and infrastructure in the Western Himalayas.

A pilot initiative in Himachal Pradesh’s Kullu Valley integrates flood mapping, road risk analysis, and targeted deployment of shelters and emergency services to ensure sub-20-minute response times.

Prioritizing children, the elderly, and persons with disabilities, the system enables real-time evacuation planning and bolsters disaster resilience across vulnerable mountain communities.

Impact and Key Findings

The project enhances emergency responsiveness to GLOF events by accelerating evacuation and lifesaving interventions, especially in high-risk zones like Kullu Valley, where swift action is vital to safeguarding vulnerable communities and minimizing disaster impact.

It empowers municipalities to build resilient, accessible infrastructure systems that withstand climate extremes, ensuring uninterrupted functionality while enhancing long-term disaster preparedness, adaptive capacity, and regional resilience in increasingly unpredictable environmental conditions.

The model facilitates targeted evacuation planning for vulnerable populations, strengthening inclusive disaster response and advancing socially just climate adaptation strategies across hazard-prone mountainous regions.

With over 25 years of experience spanning international development, global health, and the non-profit sector, she brings deep expertise in fundraising strategy, donor engagement, and delivering strategic change. 

At CDRI, Alpana has been pivotal in forging strategic alliances with governments, international organizations, and philanthropies. She also plays a key role in fortifying institutional systems and board governance mechanisms as the Coalition transitions into an international organization. 

Before joining CDRI, Alpana held senior leadership roles at The George Institute for Global Health, Plan India, WaterAid India, and SOS Children’s Villages, leading institutional fundraising and cultivating strategic partnerships for social impact. 

She holds a Master’s in Finance & Control from Aligarh Muslim University and completed Executive Education at Harvard Business School (CSR India). Her work is driven by a commitment to building enduring, values-based partnerships that accelerate sustainable development outcomes.
