Cependant, d'importants \u00e9carts subsistent entre l\u2019ambition et la mise en \u0153uvre. Seuls 12 \u00e0 15 % des r\u00e9pondants indiquent suivre enti\u00e8rement les mesures de r\u00e9silience. La conformit\u00e9 r\u00e9glementaire demeure insuffisante, les \u00e9valuations des risques sont incoh\u00e9rentes et les syst\u00e8mes de gestion des donn\u00e9es restent fragment\u00e9s. Les d\u00e9ficits de capacit\u00e9s, notamment au sein des institutions publiques, freinent la planification, la maintenance et la r\u00e9gulation, tandis que les financements privil\u00e9gient la reconstruction apr\u00e8s catastrophe plut\u00f4t que la pr\u00e9vention.
