Destaca la vulnerabilidad de los PEID a los riesgos clim\u00e1ticos y geol\u00f3gicos debido a la escasez de terreno, el tama\u00f1o econ\u00f3mico y la concentraci\u00f3n de infraestructuras costeras.&nbsp;&nbsp;<\/p>\n\n\n\n<p>El documento estima unas p\u00e9rdidas medias anuales (PMA) elevadas, especialmente en los sectores de la energ\u00eda y las telecomunicaciones, y prev\u00e9 un aumento de los riesgos derivados del cambio clim\u00e1tico. Propone un marco de resiliencia basado en tres capacidades: absorber, responder y recuperar, y hace hincapi\u00e9 en los instrumentos financieros, las reformas institucionales y la resiliencia de los usuarios.&nbsp;<\/p>\n\n\n\n<p>El Llamamiento a la Acci\u00f3n esboza diez pasos para mejorar la resiliencia, incluyendo centros de datos, normas localizadas y reformas financieras.
