Agathe Nougaret

Agathe Nougaret is an International Technical Expert in Infrastructure Climate Change Adaptation with the Coalition for Disaster Resilient Infrastructure (CDRI) in New Delhi, on secondment from the French government. She supports the international expansion of CDRI’s Secretariat activities, especially through the Infrastructure for Resilient Island States (IRIS) programme which provides grants and technical support for small island states to implement infrastructure policy development, revision of regulatory frameworks, infrastructure investment planning, project preparation and capacity strengthening.

Through her 15 years of international experience as a Programme Manager, Construction Project Manager and Urban Planner with the UN, international NGOs and the private sector, Ms. Nougaret has held both technical assistance and direct implementation responsibilities in the following fields: 

  • Risk-sensitive urban planning (Haiti, The Gambia, China, Egypt)
  • Evidence-based infrastructure investment pipelines (The Gambia, Ghana)
  • Post-disaster reconstruction – earthquakes, landslides, fire (Haiti, Nepal, Sierra Leone)
  • Inclusive infrastructure approaches and tools (Nepal, Sri Lanka, Sierra Leone, The Gambia)

Ms. Nougaret is passionate about land rights, women’s empowerment, and project management. She holds a Master’s Degree in Urban Planning from Institut d’Urbanisme de Paris (University Paris XII) and a Political Science degree from Sciences Po Lyon.
